If an insurance agent wishes to operate in states other than the one in which s/he is already working, s/he has to register and report to the specific state regulator. To operate in the District of Columbia, an agent will need to report to the insurance commission. However, there is an ongoing debate to create an Office of National Insurance, which will be a central regulator for all insurance agents working within the United States.
